Many schools implementing a Multi-Tiered System of Support (MTSS) or Response to Intervention (RtI) framework immediately try to intervene and provide extra services and supports to all students who are not meeting grade-level expectations (Tiers 2 & 3). While it is a natural tendency to try to help students who are at-risk, many schools do not have the resources to intervene their way out of ineffective universal instruction. The critical first step is to evaluate the effectiveness of the universal Tier (Tier 1) and ensure that it is as effective as possible for all students.
