Many schools implementing a Multi-Tiered System of Support (MTSS) or Response to Intervention (RtI) framework immediately try to intervene and provide extra services and supports to all students who are not meeting grade-level expectations (Tiers 2 & 3). While it is a natural tendency to try to help students who are at-risk, many schools do not have the resources to intervene their way out of ineffective universal instruction.
